With over 70 affiliates and 300 partners across more than 50 countries the HelpAge network brings together hundreds of organisations worldwide.
Pursuant to political unrest in Burundi, Tanzania has been
welcoming a number of refugees in Kigoma region who include People with
Special Needs (PSNs) including Older People, People with Disabilities
(PWDs) and other vulnerable groups. To ensure integration of this
vulnerable population in humanitarian interventions, HelpAge
International Tanzania intends to implement a project that seeks to
improve access to specialised care, protection and humanitarian
assistance to 2,000 persons with special needs from among Burundian
refugees who are now being relocated to Nduta and Mtendeli refugee camps
of Kibondo and Kakonko districts, Kigoma region through the provision
of and access to appropriate community rehabilitation programmes,
protection and the promotion of community and home-based care to
homebound and frail PSNs. The project also aims to increase awareness on
the needs, and rights of PSNs among humanitarian actors involved in the
programme and provide skills and capacity development to improve
inclusion and delivery of standard services that meet the needs and
capacities of the PSNs.
The Social Worker will be based in Kibondo district working
closely with other team members in implementing project activities in
Nduta and Mtendeli camps.
Purpose of the Job
To Identify and support case management for Persons with
Specific Needs (PSN) and older men, women and their immediate family
members and ensure their engagement in the project activities to improve
their protection and well-being in the camp through routine home
visits, care and support.
HelpAge is seeking a social worker with Gender Based
Violence (GBV) skills to conduct all steps of the case management
process for an assigned number of GBV survivors and women and girls with
specific needs at risk of GBV. Case Worker may be centre based or work
as part of a mobile outreach team. Strong awareness of and experience in
working with issues around gender, discrimination and the rights of
vulnerable women, men and girls with disabilities will added value as
essential for this post.
Job Activities
Programme implementation
• Develop an action plan for PSNs’ participation in protection and social activities, including access to basic social services.
• Ensure Community mobilisation, awareness raising and active participation of PSN in community activities.
• Work with other community structures (Older People
Committees, Persons with Disabilities, and youth and women groups) in
the development and strengthening of community-based protection
mechanism.
• Work with community based structures to ensure assistance for PSNs through referrals, home visits, and case follow ups.
• Facilitate community meetings at camp level and awareness raising sessions.
• Reach out to all beneficiaries to ensure their effective participation and inclusion in programme activities.
• Provide support to vulnerable individuals/children with
disabilities and families with protection concerns in the process of
psycho-social support.
• Liaise with other partner organizations on the ground for the inclusion of service delivery at camp level.
• Conduct training on GBV issues.
Monitoring, evaluating and accountability
• Provide timely and quality data and activity reports for the PSN activities in the camps.
• Collect and report information about the living
conditions of PSN/older people, their primary concerns and immediate
response needs, from Extremely Vulnerable Individuals (EVIs) through
daily home visits and care.
• Identify, evaluate and register primary concerns and
needs of PSN/older people to inform decisions leading to suitable
responses.
• Ensure all cases from PSNs who have been harmed or are at
risk of being harmed are reported and referred to respective
organizations for detailed assessments and further support.
• Improve assistance and wellbeing of PSNs and their immediate family members by collecting and recording case studies.
• Communicate regularly with the supervisor for updates on achievements and challenges.
Personal Specifications:
Essential
• Understanding of protection and human rights issues.
• A bachelor’s degree or Diploma in social work/administration, community psychology, community development or Sociology.
• Experience of working on GBV issues.
• A minimum of 2 years work experience in social work or health.
• Ability to use basic computer packages (Word, Excel, PSS)
• Good report writing skills.
• Ability to speak and write in English proficiently.
• Excellent communication skills.
• Excellent interpersonal skills.
• Organisational and planning skills.
• Self-motivation and strong team spirit.
Desirable
• Experience working with refugee population.
• Can speak Kirundi or French.
