Job Description
On behalf of our client; Favorite HR Services is looking forward to recruit a candidate with the following qualifications;
Title: Catalytic Grants and Investments Specialist
Reports to: Team Leader, Vocational Skills Development Program
Location: Tanzania, Central Corridor (region TBD)
Travel: Up to 30%
Grade: 9


I. Position Description:
As Catalytic Grants and Investments Specialist you will:
 Collaborate with the project team to design a grants and sub-contracting strategy
and process that incorporates best practices for market systems development/ M4P
programs and aligns with organization and funder policies.
 Oversee the award process, including advertisement, organization of technical
review committees, documentation review, negotiations and selection of subawardees
or sub-contractors. Provide technical leadership on the scope, duration,
and size of awards.
 Monitor partner performance and compliance, including conducting monitoring visits.
 Identify performance and compliance issues and draft clear, comprehensive reports
identifying issues and recommendations.
 Identify gaps in operational procedures and bottlenecks that hinder program
implementation in the field and achievement of program outcomes, and recommend
solutions
 Provide technical assistance to partners to support compliance and optimal
performance.
 Ensure that funder and organization gender requirements are integrated into project
awards.


 Provide effective and ongoing reporting to the Team Leader on all matters relevant
to the effective and efficient management of grant related issues and donor
relations
 Contribute to donor reporting
Please note this position is contingent upon donor funding.
II. Required Skills and Experience:
 A Bachelor’s degree inBusiness Administration, Finance, Law or other relevant
field. A Master’s degree in one of these areas is preferred.
 5-7 years of progressively responsible experience in grants or contracts
management for a large-scale, complex international development assistance
program. Experience working for a project funded by the Swiss Agency for
Development and Cooperation (SDC) or other major bilateral funder is strongly
preferred. Knowledge of SDC grant and sub-contracting regulations is a plus.
 Experience serving as a Grants Specialist or equivalent position for a program
using a market systems development/M4P approach is strongly desired.
 Outstanding writing skills are required.
 Strong organizational skills, including experience with record management.
 Demonstrated experience making recommendations on the scope, duration and
amount of grants.
 Demonstrated ability to analyze grantee reports for compliance and make
recommendations to strengthen performance.
 Demonstrated understanding of and passion for economic empowerment and
improvement of livelihoods. Professional experience working on rural youth
employment, vocational skills development and/or organizational capacity
building is a plus.
 Fluent in written and spoken English; fluency in Swahili highly desired.

2. JOB PURPOSE
 To provide top-tier execution of trades and Central Depository System (CDS) account
management services to existing Corporate and Retail customers of the bank and
overseas customers.
 To provide exceptional customer satisfaction to custody clients
 To support sales team in pitching for new custody customers
3. KEY RESPONSIBILITIES
:

i. Ensure timely revenue collection of all trades
ii. Provide quality service and efficiency
iii. Maintain a close liaison with Branches and customers to ensure that local, regional and
international customers’ expectations are understood and accomplished
iv. Manage relationships with investment managers, fund managers, stockbrokers, CMSA
and DSE
v. Ensure accurate and timely execution of custodial transactions
vi. Manage reconciliation meetings with investment managers and fund managers and close
any variances for all accounts
vii. Ensure Corporate actions diary is updated daily and manage corporate actions for all
customers
viii. Support on boarding of new businesses
ix. Manage risk through monitoring and complying with internal operational procedures and
staying abreast with market risk trends
x. Ensure that annual audited and quarterly unaudited accounts are filed by custody
customers in compliance with requirement in order to maintain the settlement limits
xi. Responsible for maintenance of the lodgment registers and safe custody all documents
of title from clients investments
xii. Review SLAs with internal customers and external counterparties
4. DAILY RESPONSIBILITIES:
 Processing in the system all custody transactions and related fund transfers
 Process custody related (equity / securities) purchase and sale orders for trading by the
brokers
 Approve instructions relating to CDS account opening
 Manage CDS settlement limits & maintain custody settlement account at zero balance
daily
 Maintain good relationship with customers, investment managers and other service
providers
 Ensure preparation, validation and timely dispatch of customer’s daily, weekly, monthly,
quarterly holding reports
 Update corporate actions diary
OTHER DUTIES
 Review of key risks on custody operations/transactions and provide update in Risk
Register
 Attend/initiate reconciliation meetings with investment managers for all customers.
 Attend to IT systems issues on implementation of pending modules and alerting on
system gaps

I. Position Description:
As Monitoring & Results Measurement Specialist you will:
 Lead and manage day-to-day monitoring and evaluation (M&E) activities of the
project.
 Be responsible for enabling evidence-based decision-making processes by
program leadership, providing the necessary data, analysis and information to
improve performance and effectiveness and informing planning and management
decisions.
 Develop and implement the project’s M&E systems, including program
monitoring and quality control systems, evaluation systems (e.g. baseline and
other surveys), analytical planning processes, management of all project data,
and oversight of third party M&E service providers.
 Provide technical assistance and training to project staff to ensure understanding
and commitment to the project’s M&E protocols. This may include frequent visits
to the field to support staff in the implementation of M&E systems and
identification of potential adaptations and improvements.
 Contribute to the preparation of periodic donor reports and materials to share
learnings with other stakeholders.
 Ensure all monitoring &evaluation data is gender-disaggregated, and develop
systems to promote the project’s gender strategy, review gender targets and
make suggestions for course correction as necessary.

II. Required Skills and Experience:
 A Bachelor’s degree in Economics or another social science (such as
Anthropology or Sociology), Business Administration, Agriculture or International
Development is required. A Master’s degree in one of these areas is preferred.
 A minimum of 5-7 years of experience with in monitoring and evaluation (M&E)
roles, including:
o Applying M&E methods and approaches, including quantitative, qualitative
and participatory methods.
o Designing, planning, implementing, and evaluating projects using a theory
of change, logical framework, results chain or similar. Familiarity with the
DAC Quality Standards for Development Evaluation is highly desired.
o Planning and implementing M&E systems.
o Writing cohesive analyses and reports. Excellent writing skills are highly
desired.
 Strong analytical, management, and data analysis skills including advanced
competence in Excel.
 Knowledge of SalesForce or other data management system, and familiarity with
mobile-based data capture, such as a ODK, CommCare, etc.
 Demonstrated understanding of and passion for economic empowerment and
improvement of livelihoods. Professional experience working on rural youth
employment, vocational skills development and/or organizational capacity
building is highly desired. .
 Demonstrated understanding of the application of M&E methods on a project
that uses a market systems development/market systems facilitation/M4P
approach.
 Working proficiency in both English and Swahili required.
